We have delayed replying to your official letter 4 of the 2nd February, 53514/35, about the acquisition of two areas of land at Hong Kong, partly because we wanted to know the outcome of our proposal with regard to the terms for the relinquishment of the aerodrome itself and partly because we were awaiting the return of our Directors of Organisation and Works who visited Hong Kong for the purpose of selecting and discussing terms for the acquisition of a second aerodrome.

V The first of these points has now been disposed of by your official letter of the 16th April, 3003/13A/35, and our reply of the 31st May, 309167/34/F.W. and we should propose to suggest a similar arrangement with regard to the buildings on the two areas of land at Kai Tak, i.e. that if no longer required for R.A.F. purposes they shall be surrendered on such terms as may be settled between the Secretary of State for Air and the Government of Hong Kong.
As regards the second point, the local discussions do not appear so far to have thrown much light on the subject of the terms under which the Colony is prepared to allow us to acquire land for R.A.F. purposes. On the other hand, however, the question of including additional areas in the aerodrome and protecting its approaches was discussed
It would assist us in understanding the position if we knew whether the annual Crown Rent referred to is the rent which the Colony pays for the leased territory (I assume that this is so, as 25 years purchase would about represent the value of a lease for 62 years at 34%) and whether the cost of forming and resuming the areas represents expenditure already incurred by the Colony on the reclamation, &c. of the sites.
